The Union Home Ministry is making constant efforts to find a solution to the issue of ‘stability in promotion’ in the paramilitary forces. A committee is being constituted in this regard. This committee will look into the matter of delay in the next promotion of ‘CAPF’ to GD cadre. Opinion has been sought on this issue in BSF. It said that the posts of Assistant Commandant ‘AC’ Direct Entry should be reduced from 50 percent to 33 percent. On the other hand, for non-gazetted officers who reach the rank of ‘AC’ through ‘NGO’ promotion, the promotion quota may be increased to 50 per cent. Former BSF ADG Sanjeev Krishna Sood says, this step will be beneficial for all. Only one line has to be added in the service rules of AC GD cadre.
At present, this is the rule of direct entry and promotion.
50% of the posts of ‘AC’ are filled by direct entry. In this, 40 percent of the posts are filled through open market i.e. competitive examination of UPSC. There is a provision to fill the remaining ten percent posts through Short Service Commission ‘SSC’. It is a different matter that now SSC people do not come in BSF for a long time. In the second process, 33 per cent of the posts are filled through promotion. The remaining 17 per cent posts are filled through ‘LDCE’ i.e. ‘Limited Departmental Competitive Examination’. Those working in the below positions in LDCE have to pass a test. After clearing it they can become ‘AC’ directly. Like SI can become direct assistant commandant by giving this exam. In the new scheme that the Ministry of Home Affairs is working on, LDCE with 17 per cent will also be included in the direct entry. In such a situation, the quota of those who become ‘AC’ through promotion will also be 50 percent.
With this, the posts of ‘AC’ with direct entry will be reduced to 33 percent.
In the new system, the percentage of posts with direct entry will be reduced to 33 percent. Those below will get better options for promotion. Former BSF ADG SK Sood says, ‘OGAS’ has a condition that fifty percent quota has to be filled from the open market. In order to ensure that they do not face any problem, it will have to be written in the service rule that the direct entry quota now includes 17 percent ‘LDCE’ people. When this is done, the direct entry people will not have any objection to it. Generally, the average age of direct entry to the post of AC is 28 years. The average age of SSC and LDCE who will become AC after working for five to six years will be 35 to 37 years. Those who get promoted to become ‘AC’, their average age will be 40 to 42 years.
Commandant will have three options
In such a situation, the commandant will have three options. He will have passionate young officers with direct entry, but experience will be sorely missed. The officers who will become ACs through SSC and LDCE will have both enthusiasm and experience. The officers who have reached here by being promoted may not have the enthusiasm, but they will have enough experience. The Commandant can take the service of any of the three depending on the duty. At present, ‘CO’ is formed only after 47 years. One has to struggle for further promotion. Yes, in this new system, those who become AC through promotion will also get chances of promotion later. Those with direct entry will get promotion or rank according to their aspiration. Most of the officers of the entire batch will get a chance to reach the IG or its equivalent. This will fulfill the expectation of those with direct entry. Those who have become ACs by promotion, their hopes will also be fulfilled. Such officers who have become ‘AC’ in 40 years, they can also aspire to become 2IC and CO.
