If an employee in any ministry or department has been working in the same ‘sensitive’ post for two-three years, he will come under the radar. He may have to leave that position soon. The list of such personnel is being prepared in all the ministries and departments of the central government. The personnel will get posting under the rules of ‘DOPT’ and ‘CVC’.
Rotational transfer required
In the orders issued by the Central Government, it has been said that all the Ministries, Departments and Chief Vigilance Officer ‘CVO’ will keep a watch on such personnel. Along with this, they will also check why the personnel working in the same post for a long time have not been transferred. What is the main reason behind this? There is no corruption there. Rotational transfer is necessary for such posts. When a worker works in the same position for a long time, personal interest starts flourishing there. Remaining in the same post for more than the stipulated time encourages the activities of corruption.
Such cases are not good for the functioning of the department. The CVC has realized that it is not proper for any one person to work for a long time in sensitive posts. He should be transferred. Similar orders have been issued by DoPT in the past as well. Despite this, the transfer policy is being implemented arbitrarily in many departments. The central government has identified such posts in various ministries and departments, where the personnel work in the same seat for a long time.
These are sensitive posts
These posts include ‘General Administration’, Establishment Branch which deals with Procurement & Purchase, Purchase of Vehicles, Cash Holding & Transfer, Transfer & Posting and Vigilance matters, etc. The branch that approves the budget for any scheme and the department that approves other works have also been included in the sensitive posts. It has been said in the orders of the Central Government that all ministries and departments should be informed before taking the above action. They should allot the posts according to their functional needs. Identify sensitive positions. Wherever it is felt that there is a possibility of corruption due to long posting in any post, then the person with long posting should be transferred with immediate effect.
