Taking part in the discussion, Deputy Chief Minister Manish Sisodia said in the House that by taking away the services from the Delhi Government in an unconstitutional manner, the Central Government is transferring officers. The BJP-ruled central government is transferring officers of Delhi government departments like playing cards and musical chairs. Higher education is being affected the most by this.

Manish Sisodia said in the House that the admission time is going on in the university, but no one has been appointed to the post of Director of Higher Education since 22 days after the transfer of the previous Director. The central government is playing with the future of the youth. The central government has taken away the power of transfer-posting by unconstitutionally taking away the services from the elected government of Delhi. Transferring Delhi officials is like shuffling cards.

According to Manish Sisodia, it has become a matter of discussion with the Director of Higher Education in the evening on some brilliant idea and make a plan and the next day it is learned that he has been transferred. The central government has no understanding of education.

Raising the issue of transfer in the Legislative Assembly, Deputy Chairman of Delhi Jal Board Saurabh Bhardwaj said that when the government was formed in Delhi in 2015, the central government had brought a notification. By quoting that notification, the Central Government had given the right of transfer-posting of the service department ie the officers to the Lieutenant Governor. After this the matter went to the Delhi High Court and the Supreme Court. The five-judge bench of the Supreme Court gave back many powers to the Kejriwal government.

Bhardwaj further said that the central government does the transfer posting of officers arbitrarily. There is no transfer of Junior Engineer of the Building Department in MCD. Whereas the status of the transfer of officers in the departments from June 2018 to June 2022 is that in 2018 Principal Secretary H Rajesh Prasad came inside the Department of Training and Technical Education. He was transferred after 24 days. After this, Dr. G. Nagendra Kumar was transferred in 1 month and 11 days. After this Devendra Singh was transferred for five months 28 days, Shiv Pratap Singh in eight months nine days, G Nagendra Kumar for four months 11 days, Manisha Saxena in six months. After this, H Rajesh brought Prasad again and transferred again in six months and 25 days. After this, SP Deepak Kumar came, he was also transferred within five months and 28 days. Now RLS Vaz is resting for nine months and nine days.

Leader of Opposition in the House Ramveer Singh Bidhuri has said that Lieutenant Governor VK Saxena is acting as the guardian of the capital. Accusing them of abuse of rights shows the smallness of the AAP government. The Lt Governor is not sitting in his AC room, but he is holding their meetings for coordination in various departments. He is not only taking the meeting of the Jal Board, but he has also suspended the officers of DDA on charges of corruption.

The Leader of Opposition in favor of the Lieutenant Governor also said that he is also seeking answers from the officials of the New Delhi Municipality. The Lt Governor has gone to the places where the problem of water logging arises every year. If the Lieutenant Governor is holding a meeting on water scarcity and pollution in Delhi, then no one should have any objection.
